What is PACE 10?

KUB is picking up the pace of its wastewater system improvement program to more quickly address environmental needs and meet regulatory requirements. PACE 10 — an accelerated, 10-year program — will help clean up area waterways, improve Knoxville's quality of life, and support economic health. KUB launched PACE 10 in 2004.

The comprehensive new program includes construction and maintenance projects to meet the requirements of the May 20, 2003, Agreed Order between KUB and the Tennessee Department of Environment and Conservation. PACE 10 will also help meet the February 2005 Consent Decree that settled outstanding legal matters between KUB, the Tennessee Clean Water Network, the City of Knoxville, TDEC, and the U.S. Environmental Protection Agency. To help ensure that the program has the greatest impact on area waterways, KUB expanded customer education, community outreach, and public input components over what is required.

KUB has steadily improved the wastewater system since assuming it from the City in 1987. "Our long-term plan balanced the need for upgrades with concern for what customers could afford to fund," Mintha Roach, KUB President and CEO said. "Now, regulators have told us to increase the pace of improvements to eliminate known sanitary sewer overflows (or SSOs) and accommodate additional growth in our community."

"PACE 10 stands for Partners Acting for a Cleaner Environment," Roach said. "And our partners are vital to its success. KUB employees are committed to improving our community and our environment, and we are already working with environmental groups; city, state, and federal officials; and businesses."

But, Roach added: "It will take everyone working together to achieve a cleaner environment. Our partners must ultimately include representatives of neighborhoods, senior citizens, school children, the faith community, and the community at large."

Under PACE 10, people in Knoxville can expect to see many large construction projects, which will likely disrupt traffic. KUB is committed to communicating with customers about major projects which will affect them.
